Azerbaijan extended covid related travel restrictions till 01 November 2022. Practically this means you cannot enter Azerbaijan by land from Georgia. However, there are no any restrictions on outbound travel from Azerbaijan.
You can still enter Azerbaijan by air. If you are visiting several countries, there is a morning and evening daily connection from Tbilisi to Baku, flight time 1 hour 10 minutes.
Please note, you need to be fully vaccinated to be able to enter Azerbaijan (all travellers over 18 years).
